In case your residence permit is issued in Abu Dhabi you should submit
your visa application at the Royal Belgian Embassy in Abu Dhabi

If you intend to visit only one of the Schengen
countries, you must apply for a visa at the Embassy or the Consulate
General of that country.
If you intend to visit several of the Schengen
countries, you must apply for a visa at the Embassy or Consulate
General of the country in which your main destination will be. (i.e.
where you will spend most of your time)
If you intend to visit several Schengen countries
without having a main destination, you should apply for a visa at the
Embassy or Consulate General of the first Schengen country on your
travel itinerary that requires you to have a visa.

How to apply for a Schengen Visa
Visa applicants have to make an appointment in order to submit their visa application.
Please make an appointment by telephone between 08.30 and 09.00 hrs via
number 04-3595811. Please keep your passport number available when you
are making the appointment.
Appointments for submission will be given on availability.
Short term visit visa
Many foreign nationals – depending on their
nationality – require a Schengen visa to visit the Netherlands. This
visa was introduced on 26 March 1995 and is valid for the following
European countries:
Austria, Belgium, Denmark, France, Finland, Germany, Greece, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal,
Spain and Sweden.
A Schengen visa allows you to travel in and between
these countries. Please be aware that you may still be refused entry at
the border if you do not meet all other admission requirements: a visa
in itself is not a right to enter a country.
The Consulate General of the Netherlands in Dubai also issues Schengen visa on behalf of Belgium and Luxembourg.

Depending on the circumstances of your application, you may be required
to produce further documentation. It is essential to apply for a visa
well in advance of your trip, as it may take two weeks or more to
process an application.

Long stay visa (MVV)
For a stay of more than 3 months an authorization
for temporary stay (MVV) is needed. With this MVV you can travel to the
Netherlands during 180 days and start the procedure for a residence
permit.
It is important that you apply for the temporary residence permit at
least three months prior to your intended stay in the Netherlands.
