Muscat is an extremely safe city and the crime rate is quite low.
However, as is the case any time you are a tourist in a foreign country, it is
advisable to avoid walking in dark places and to avoid deserted areas,
especially at night. Tourists should also be careful if carrying expensive
belongings-do not leave anything lying around that you do bring, because they
do run the risk of being stolen. For those who make excursions to locations outside
of the city (like the wadis) this is especially relevant, because there are a
number of places where your belongings might be stolen if you leave them lying
around.

In addition, avoid using roads other than the main roads. These
tend to be poorly lit and have few signs. At night, livestock cross many of
these streets without warning, which might lead to accidents. Make sure your
travel insurance includes your health insurance as Muscat’s hospitals and
doctors charge high rates for their services. However, do not be afraid to rely
on the police and doctors in Muscat, as both speak Arabic and English. Tourists
are advised to observe the dress code of the area when visiting the Grand
Mosque and other religious sites so as not to offend the locals.
